Reference: distribute turnover per day
Description: Penalty for each day of expected turnover above the desired turnover of the allocation range (which is set by editing the allocation range). If the container's dwell time (turn over time) exceeds the desired turnover time for the allocation range, (turnover time(ctr) - desired turnover(AR) * BLKDWL) is calculated and added to the total penalty score. The allocation range with the best score is chosen for decking. It's possible that Expert Decking can choose an allocation range with higher desired turn over time if the overall score is low.
