If you are using the RTG Sequencer for sideloading operations, the penalty also takes into account which lane a crane is in – for the two closest cranes to the container – even if the cranes are currently in a different block. Due to this you should review the value you have set for CHEBCH, as this penalty is applied to cranes that need to switch blocks and could work counter to using cranes from different blocks, if that is one of your operational goals.
