Description: Penalty if there is no active CHE assigned to cover the move.

If you set this penalty to the maximum value of XXXXX, Expert Decking won't make an Empty Delivery selection from a block if the Handling CHE is offline. This overrides if you have set EDDELV (on page 1) to T. To allow Expert Decking to select empty containers from a block with an offline CHE, you must set this penalty to a number that is less than 32767 (such as 32766).
