Description: The penalty for exceeding the dwell time threshold value configured in OPTDWL. This penalty is applied when a vessel discharge container is planned on the top of a container with the dwell time exceeding the threshold value configured in OPTDWL. Expert Decking finds a position with a better score in the yard section or yard stack for the discharge containers based on the calculated penalty values.
For example, if 5 is the oldest dwell time of the container in the stack or section, 2 is the threshold value configured in OPTDWL, and 50 is the penalty configured in OPTDWP, then the penalty (section cost or stack cost) is calculated as (oldest dwell time in stack or section - threshold value configured in OPTDWL) * penalty configured in OPTDWP = (5-2)*50=150.
