Description: The penalty applied when a vessel discharge container is decked on top of another container with appointment time difference (in hours) lesser than the minimum threshold value configured in OPTLPT.
For example, if OPTLPT (minimum threshold for appointment time difference) = 2 hours, and if the vessel discharge container is planned over another container with appointment time difference lesser than the minimum threshold value 2 hours, then the penalty is applied as configured in OPTPMT.

Note: This functionality was developed specifically for RTG sites that deck vessel discharges to an RTG block. This functionality is not validated or supported for ASC operations. In this case, the penalty should be set to the default value (0) to avoid incorrect calculations.
