Description: Threshold for high occupancy in the TZ of ASC parallel blocks. When fewer than this number of TPs are available in a TZ, Expert Decking applies the OPTTZO penalty to the remaining slots in that TZ.
If the OPTTZB value is set to higher than the total number of TPs in the TZ, then OPTTZO is always applied to that TZ.
In order to ensure that the container is moved out from the current block through the nearest transfer zone while executing interblock or interstack yard moves in the parallel ASC blocks, this ED penalty OPTZZB is not used to determine the optimal transfer zone occupancy.
