Description: Penalty per container above the average occupancy as calculated by rows. This penalty is used to spread containers relatively evenly throughout the rows based on calculated averages. The average is calculated by dividing the number of containers in each row by the number of rows. For example, if the average is 10 containers per row and a container is gated in matching the criteria (average) of 15 containers and the row is full, then XPS takes the difference in average (15-10 = 5). This difference is multiplied by the average of the row being considered and the result is added as a penalty.
