Reference: Leaving gaps ahead or behind the stack
Description: A lane-based penalty that is applied if the stacks on either side of the candidate stack are empty. The penalty is applied twice if both sides are empty, and only once if just one side is empty. This penalty is not recommended for strad sites.
The purpose of this penalty is to fill up gaps in lanes, as opposed to decking to empty sections of lanes that could be used by longer containers. This results in more densely packed ASC lanes as well as making space available for longer containers. This also encourages decking in the end rows. You can see in the following graphic that the white boxes are what impact the penalty score. The grey boxes are occupied stacks.
Known Limitation: This penalty does not account for blocking boundaries based on allowed lengths. In the example below, if in Yard Editor you've defined the yard section for Row 5 to only allow 20s, decking a 20' to Row 5 still incurs a 2X penalty if rows 03 and 07 are empty.
