Expert Decking applies this penalty if the sixth stacking factor attribute of the container does not match the stacking factor attribute of the containers in the yard stack. This penalty only works if:
XPS Setting OPTSTM is set to True.
The sixth stacking factor attribute has been defined for one or more strategy sets in the morecodes.txt.
