Description: Penalty applied per quarter block to discourage slots further from exit side of block.This penalty can be used in conjunction with TIMFFE (on page 1), which also penalizes a move based on the location relative to the block exit, but is only applied to impending moves (determined by EC parameter PHIDEP.)

When calculating TIMDBE, XPS can only accommodate one exit point, which it picks arbitrarily if there's more than one exit point for the block. 

When used with TMDBEF turned on, Expert Decking treats in-gated STORAGE containers as always waterside bound for end loading ASC blocks that have no cantilever access.

The severity of the penalty is determined by the distance between the slot and the exit quadrant, as follows:

Quadrant close to Exit = No Penalty

2nd Quadrant (next to Exit Quadrant) = No Penalty

3rd Quadrant = 1 X Penalty value

4th Quadrant = 2 X Penalty value

This penalty is applicable for the both the gate receival and rail discharge move kinds. TIMDBE is applied to units that depart by truck/train from cantilever blocks. However, it is not applied for units departing by vessel from cantilever blocks.

This penalty is also used by N4 Automation.

This XPS penalty has been implemented in N4 for the N4 Automation IntraBlock and Rehandle Deckers. You still set the penalty in XPS.
